When working with paper, if you plan to light the firecracker immediately, then, you can firmly twist the paper and fuse it to seal the cracker. Another great option is to top off the gunpowder with small amounts of kitty litter. After that, you tape the top of the cylinder and leave the fuse top-end exposed. Finally, you can tape the top of the firecracker and blow a fuse exposed. Work with your limits by experimenting all models and seeing which works best for you.
